Tried for Windows XP. Unsucessful  :(
 
There wasn't an %appdata% file, but I did eventually find .minecraft is a file called Documents and Settings. I extracted, and when I try to play, I was unsucccessful.

%appdata% is what you type into the 'run' program in order to find the .Minecraft folder. Hopefully this helps you.

Even easier, start up Minecraft, go to resource packs, click 'Open Folder' and you're in your Minecraft folder.

Take the two folders in the pixelmon install zip and drop them directly into your .minecraft folder.

Or if you are an incredibly lazy person like me u can use this http://www.skydaz.com/pixelmon-mod-installer-for-minecraft-1-6-2/ ,  just run the installer and it works! xD

Download the installer, double click it, press install, ???, profit.
