Why would you be a good mod: i already am the head admin on a server and i used to own 2 servers
What do you plan to DO as Mod? I plan to help keep the server together and just to keep having fun with the other playersWhat plugins/commands are you familiar with? WorldEdit, MCmmo, essentials, warps, bPermissions, World portal (a little), factions, towny, NoCheatPlus and a few others but i cant remember the names
Can you moderate the server, and demonstrate your ability by moderating your own application thread? i defiantly know that i can moderate the server well
Do you have teamspeak? Would you be willing to get on it? Well i cant teamspeak but i can skype if needed to be talked to

Just because you're head admin on another server doesn't mean you'd be suited to this server. You have to say why, not whether you could or not.

what i mean by "over a year" is i started playing the server a year ago but i couldn't connect for a few mounths

There is no need to bump this, admins check these applications all the time, bumping wont help you at all, and you havent updated OP with your reasons.
