We have all these gym leaders who log on for like 5 seconds to reset their timer! What is the point then??

Well, the leader prefix is a bit of a status symbol here.  Even if they want to completely quit their leader position, they don't want to get rid of their prefix so they only occasionally log on.

Maybe you should challenge them when they log in?

I don't see them logging in for 5 seconds then leaving.
