Wolves aren't the most reliable thing in minecraft, just redo the battle.

I'd say he wasn't prepared for the fight, and if his wolves teleported in, it was an oversight and a mistake that would forfeit the fight, especially after redoing it once. He didn't learn, he screwed up again, he should forfeit the fight and give up the badge.

Mum, why not allow wolves in your gym? You would be allowed to use them, and if your challenger brings them. Just make eure to follow Kanto's rules about wolves. Just use them if they will be tp'ed every time you fight.

5 wolves are allowed, but most kanto leaders don't really care for taming.
