No, he's not nullified. That's specifically for admins because admins have OP with could allow them to cheat. Vitto's main thing he has is World Guard which he can't use to cheat...

Technically speaking, there is no Elite 4 rule that says it's nullified.


Only rule that could do that is a mod rule, and there isn't any of those.
