gavinnic1 challenged me and when he killed me he got my bounty of 2001$ and he didn't want to place my bounty back, and he didn't even remind me of giving him his badge.. So I just wanted to see if killing a gym leader just for the bounty is illegal or not.

If you didn't want him taking your bounty, you should've made sure you won the battle. Think of it more as an incentive to win. He still needed the badge.

if you are in a gym battle, doing the /count [name] command ignores the penalty between the two of you for one death only. this can only be used in gyms. If you don't use the command that is ok, but the penalty will be in effect this way. consider this during any gym challenges. this should also work on bounties, but I never tested that.

It doesn't grant immunity to bounties.

Give him the badge since it was a gym challenge, get a bounty on you again, and refuse the challenge if he tries to while he has your badge.
