We need to bring this mans great deeds to light! He is an evil dictator with his power. And he rapes children. Add more to this topic for all his crimes and good deeds we will see which outweights the other!

He was the one who actually got Johto done(well, he was headbuilder :P with Zombie), but he also took very LONG absences
