Title: PC Gone to Shit?

No idea what to do, and doesn't let me reinstall Windows. I Don't know how to not into the recovery partition though I tried.

It was working fine until my dumbass stepdad moved it from my room to the living room, I guess something inside got moved somehow but I opened it and everything looked fine other than it has more dust than my penis. It's overly dusty inside the pc though could that be it? Like dust balls dusty.
