Title: Fining people who change there house appearence

Earlier Prod and I went around and found houses that had there outer appearance changed. What my idea is that people get fined the first time they would get a warning then after that is a $500 then it just keeps going up from there. We could just add this under housing and evictions as to who got fined for what and what warning it is.

Ex.
1st time-Warning
2nd- $500
3rd-$1000

I really don't want to keep track of this. I have a solution where I just don't give players access TO the outside of the house in Kanto2.1

I like this. But for now why not let them be trying to do something good for once.
