Pika was breaking rule 9 and wouldn't leave, and i informed him of rule 9 and still wouldn't leave.

I think he should get a warning like I did when I broke it.  He didn't seem to do any harm though (To my knowledge).

Envz got banned becaue he warped into another person's vip and killed their dogs.  Pika just walked in and wouldn't leave.  Plus, envz was a troll and he was votebanned.  There is a difference.
