Title: Vermilion Gym needs to change their rules.

If I recall, if you allow 1 type of potions/enchantments, you must allow all.

I don't think there were any rules regarding potions.

Read rule #8, Ryan is completely right. Vermilion is limiting the kind of potions allowed, which is not permited

Mad, you need to learn to read more carefully :). It says you ARE allowed, so this clears it up.
