HELLO GENTLEMEN! I am CalDaBeast, hailing from The Voxel Box server. I have come and been allowed to contribute to the server, creating with my friend AeroEveryDay a "VoxelHoenn", which deviates from the standard "block-by-block" buildings that Kanto and Johto currently possess. We are not Dittos, we are Dittos+++.
Also, I am a plugin developer, and I am currently working om Badges+, which will hopefully be done within a few hours of this post.If anyone has a plugin request, I would appreciate the ideas.
CURRENTLY ON THE TO-CODE LIST (in order of priority):
Badges+
HMs
Mobs that pop up when you walk in tall-grass
Safari Zone

Im confused as to what you are doing differently about hoenn. maybe post some screenies?

Repel Item-Odds lower/none (maybe finally give cocoa, glowstone, or some useless item like that a purpose)
Attraction item-Like one of the pokeflutes, only consuming it. Melon_block, Apple, something abstract like that. Probably Melon since you dont actually use the Interact Event to trigger eating it like an apple does.

Escape ropes? Possibly quite hard to make. But its better than using /spawn

cos it takes you to the last cave entrance or somewhere else. Instead of taking you to pallet.

Implies a new item: reqs Spout.
Now if you mean make the plugin, then I'd say hook into worldguard and check the region name. If the region name is one with preset location(s) then when the rope is used, tp that player to the nearest location defined for that region name. If the player isnt in a rope-location-defined region, do nothing. Sure the admins would have to
/escaperope set unioncave1 unioncave
/escaperope set [location] [cave/forest regionName]
for every cave entrance, and for every cave, but if it gets the idea to work, I like it.

How about a plugin that automatically plays music according to the town your in? For people with laggy computers there could be a command that people could use to toggle the music on and off (example /musicoff And /musicon) :D
Oh and when you go within say 15 blocks of a hostile mob then battle music could play!!
Also you could add sound effects to some things like getting a badge, healing in a pokecenter, buying stuff etc!!

Oh yeah, look at this hm+badges plugin, I think they did it pretty well but i bet you could improve upon it

Regardless, it has some cool implementations, and if some of the ideas in it can be coded into a Bukkit (non-spout) plugin, I'd be excited.

Right now, my main priority is working on VoxelHoenn. I also have three (small) plugins that are done and just need testing. I've been meaning to test them with 1ce but I haven't talked to him.
