Title: NoCheat in regions under construction

I was working on the Sinnoh region yesterday, and my placing and breaking of blocks was setting off nocheat, so i had to go very slow. I do not use any hacks to place/break blocks at high speeds, I'm just fast at clicking.

So I was wondering, can nocheat be turned off inside the regions that are currently under construction? Or maybe for trusted builders of those regions?

Aside from adding that permission for the respective world to every. Single. Builder. Or setting a group with whatever permissions in that world to every. Single. builder.
I'm not seeing how this is possible. But I don't quite fully understand NoCheat+ so maybe I'm missing something.
