Unanimous (not including the target) vote to mute the target player for 30 minutes. Votes must be submitted within 1 minute.

Um... Is there a minimum on this of how many people need to mute? Or can two people get on and one guy just mute him for 30 minutes since it's "Unanimous"? Just throwing that out there.
